The reason why I say this is because the script is not as convoluted as stuff like Angel Cop and Mad Bull 34, but it is still ridiculuos schlock, with some plot elements being subpar, not to mention the usual low quality that comes with a lot OVAs like this one.
The final verdict is to just go and read the manga, it is from Hirohiko Araki (JoJo's Bizarre Adventures), and is much better overall.
